because they hurt...
and when they're hurt they become afraid
when they're fearful they React.
the most instinctive reaction is to fight or submit. there exist no middle when they react.
some are heartless cause they don't know what it is to care. they React the was they were 'trained' to.
at least that's my thought on it.

Do you mean heartless as in cruel or heartless as in hollow?
Whichever you mean it is most probably as the above poster mentioned, some trauma that they have gone through themselves and so they either close themselves off to keep from feeling or lash out at others to keep them away.
